Backround of the project: |
The trends of public transportation usage have strong linkages with community development. Thats how the great economic grow has created some extra choices and opportunities. There have been some changes on population structure, communal structure and working relationships, which have impacted the mobility of people. Thats why the eight rural region in fringe area have difficulties with competing with towns! So there is a big need for alternative transportation network. |
Objectives of the project: |
The aim of the project was to identify alternative public transportation solutions and needs of the four municipalities (Saku, Saue, Harku and Kiili municipality) of Harju county territory and between the area and Tallinn town. |
Main activities: |
In the first stage, the passenger poll will be carried out. The results of the poll would help to clear up relationship between the current situation and the real transportation needs of inhabitants, and to identify possible weaknesses of offering public transportation services.
In the second stage, a comparison between results of current poll and former Regio's poll on statistics. The aim of the comparison is to analyze the results of both reports.
The third stage concentrates on planning an alternative public transportation system.
And the final, fourth, stage is for carring out an economic analyze about different means. The economic analyze is about comparing different means and the impact of preserving the level of services for the total costs of public transportation. |
Output and results indicators: |
The poll was carried out from December 2009 until January 2010. The observation showed that there is a relative discontent with the offered public transportation. The main problems were related to the lack of bonding between the settlements. Also the results showed that there is quite small need for transportation services on evenings or weekends.
Three following proposals were made as a result of the poll:
1. There is a need for common ticket system between different types of transportation of the area which would allow to use different types of transportation without raising the price of tickets. The ticket system must be completely independent from the type of transportation or operative business association.
2. The area's public transportation must be developed into combination of main-lines and smaller transportation lines. While wanting this system to be effective, there is a need for sufficient frequency of transportation main-lines and the regularity of public transport schedule. |
